Yes, the image has been retouched. Just noticed the creases in the neck... might get rid of those too. woops. Yes, the washing out of the sky was done on purpose (no clouds = very drab blue sky). Yes, she wears (prescription) contact lenses. However her eyes are naturally blue anyway.
